" LONDON, Sept 20 (Reuters) - The military journal Jane's has reported that Israeli intelligence believes Iraq was a sponsor of the suicide attacks on the United States last week. Foreign Report, published by Jane's Information Group, said on its website on Thursday that officers in Israeli military intelligence believed two of the world's "foremost terrorist masterminds" had led the attacks. The journal named them as Imad Moughniyeh of Lebanon, a man it said was head of special overseas operations for Hizbollah, and Egyptian Ayman Al Zawahri, a senior member of prime suspect Osama bin Laden's Al-Qaeda group. "The Iraqis, who for several years paid smaller groups to do their dirty work, were quick to discover the advantages of Al-Qaeda," Foreign Report said. "We believe that the operational brains behind the New York attack were Moughniyeh and Zawahri, who were probably financed and got some logistical support from the Iraqi Intelligence Service (SSO)," an Israeli intelligence source told Foreign Report. Foreign Report quoted the Israeli sources as saying that Iraqi intelligence officers had been shuttling between Baghdad and Afghanistan, meeting Zawahri, for the past two years. According to the sources, the Pakistanis captured one of the Iraqi intelligence officers last October near the border with Afghanistan. "The Iraqis are also reported to have established strong ties with Imad Moughniyeh," the report said. It quoted unconfirmed reports in Beirut as saying that Moughniyeh had undergone plastic surgery and was unrecognisable while Zawahri, thought to be based in Egypt, could be bin Laden's chief representative outside Afghanistan. The report quoted one Israeli intelligence source as saying Israeli military intelligence had warned Israel's allies six weeks ago that an "unprecedented, massive terror attack was expected." Moughniyeh, a member of Lebanon's Shi'ite Muslim Hizbollah movement, was behind a wave of anti-American attacks in Lebanon in the 1980s, including the suicide truck bombing of a barracks in Beirut in 1983 that killed 241 U.S. Marines and sailors. He led a network of kidnappers who held dozens of American and other Western hostages in Lebanon for some seven years. Moughniyeh's last known address was Tehran. Bush for those killed in terror attacks because the United States is "launching a war on us" and his condolences would be hypocritical. In a meeting with a representative of Russian President Vladimir Putin, Hussein said, "Bush wants us to pay our condolences, but if I were to do that I would not be respecting my people. Bush is the president of a state that is launching a war on us ... in a mean, terroristic manner. "And if I offered condolences to its president, this would be hypocrisy, and we are not hypocrites. So far, our secretary of state can see "no clear link" between bin Laden's forces in Afghanistan and the America-hater publicly laughing at our grief in Baghdad. Powell does not want to acknowledge any evidence of sponsorship of bin Laden by Iraq because that would demand a crushing blow at an Arab state. It might limit the diplomatic convoy of consensus he is assembling, which will travel at the rate of its most grudging member. The clear link between the terrorist in hiding and the terrorist in power can be found in Kurdistan, that northern portion of Iraq protected by U.S. and British aircraft from Saddam's savagery. Kurdish sources tell me (and anyone else who will listen) that the Iraqi dictator has armed and financed a fifth column of Al Qaeda mullahs and terrorists that calls itself the Jund al Islam ("Soldiers of Islam"). Its purposes are to assassinate the leaders of free Kurdistan, to sabotage the relief efforts of the U.N. and to whip up religious fervor in that free Muslim region. That is how Saddam plans to re-conquer the no-flight zone that has been a thorn in his side for a decade. According to a key member of the Kurdish resistance reached by cellphone in Suleymaniyah, some 400 "Arab Afghan" mercenaries armed with Katyusha rockets transported by Toyota Land Cruisers, have been infiltrated into the liberated region by Saddam's secret intelligence force, the Mukhabarat. They have already murdered a high Kurdish official as well as a Muslim scholar who dared to interpret the Koran humanely. This current, direct threat by Muslim fanatics doing Saddam's bidding is uniting the two squabbling democratic parties in the free zone. Some 75,000 Kurdish warriors, protected from air attack by our fighter patrols, are headed by longtime rivals Massoud Barzani and Jalal Talabani. These Kurds are not Arabs or anti- Turkish terrorists. Nor are they pseudo-religious extremists humiliating women and moderates; on the contrary, the Muslim faith practiced in northern Iraq has long been marked by tolerance. As Kurds get reports from compatriots in Baghdad that Saddam's security services are hastily moving out of their offices, anticipating an allied strike, Barzani and Talabani are identifying and isolating Saddam's fifth columnists. The Kurds await word from Washington about when to move on Afghan terrorists in their midst, and eagerly look forward to joining an allied assault on Baghdad. That brings us to the strategic decision now being debated in President Bush's war council. Do we respond to our initial, catastrophic defeat in a wholly multilateral way? That would mean seeking intelligence crumbs from Saudi and Egyptian potentates, negotiating cautious U.N. resolutions, hunkering down to limit the damage of suicide bombers, and beginning a phased air and ground assault on bin Laden's "base" in Afghanistan to be followed up with joint police work for years around the world. It would fight yesterday's terrorist war. Or do we recognize now the greater danger of germ warfare or nuclear attack from a proven terrorist nation, and couple expected retribution for this month's attack with a strategy of pre-emptive retaliation? Such use of our superpower need not require our "going it alone"; civilized nations unafraid of internal revolt will understand the threat to their citizens and stand with us. And Southern arab Shiite Iraq also with Oil and with 60% of Iraq's population that would serve as a Finlandized arab state in partnership with Iran as a peace buffer between Iran and the arab world. More than likely, like the attempt on the life of Al Haig when he was at NATO some years back, or the hit on some important Russians in Chechnya , the World Trade Center bomb was remote controlled. The presumed presence of numerous walkie talkies, perhaps cell phones, etc. used by people, perhaps agents of the American government in the World Trade Center involved in security for that limo and other vehicles kept there may have accidentally hit the detonating frequency for that bomb. The van used to bring the bomb into the Trade Center was brought in on that Friday. Clinton was scheduled for an appearance at Rutgers University in New Brunswick,New Jersey the following Monday. The weekend would have little traffic so bringing the bomb in that Friday with the cover of normal week-day traffic would make more sense than looking out of place bringing it in on the weekend. New Brunswick, New Jersey is a long drive but a short helicopter ride from the World Trade Center in Manhattan which has a heliport . Clinton would have presumably taken a chopper to that heliport,gone down to the basement, gotten into his limo and then someone on site would have detonated the van blowing the limo up with Clinton inside it. Iraq may well have had a hand in this as another key member of that gang is said to have escaped to Iraq using documents provided by Iraq. During the Gulf War the same gang killed the Speaker of the Egyptian Parliament when Egypt broke ranks with Iraq over the invasion of Kuwait. The same gang is alleged to have assassinated Sadat.
